In an interview in March, Irwin told BBC Radio Manchester he was assured the membership would come by way of the issues regarding the takeover.
He stated: “By way of the big funds that we hope will come over and actually elevate the membership and take the membership on, we might be ready for these funds a bit longer than we had hoped for.
“Nevertheless, by way of March we might be wonderful. And are available April we hope we will actually kick on – on the pitch and off the pitch too.”
Since then there was a string of high-profile departures with captain Kallum Watkins, star centre Tim Lafai and half-back Chris Atkin all leaving.
It has left the squad threadbare with head coach Paul Rowley pressured to play many children and struggling to compete in Tremendous League.
